The approach for the compilation of the current budget (2022/23 financial period ending 30 June 2023), was to a large extent the continuation of another year, marked by the challenge of the severe economic impact of the worldwide pandemic since the start of 2020 three years ago.

During this public participation process with the draft budget being considered, our communities are provided again with the context and strategy followed since April 2020, immediately after the announcement of the COVID pandemic at the time -

Stringent measures were implemented during those budget processes to ensure minimal increases in tariffs for municipal services approved over the past 3 years with only 4,5% across the board for 2020/21, followed by 4% for 2021/22 and increases ranging from 4.9% for water, refuse at 5.9% and sewage service charges at 4,3% for the current financial year (2022/23).

Overstrand Municipality’s Executive Mayor, Dr Annelie Rabie, expressed support for the Hermanus Whale Festival of which the dates have been announced as 29 September to 1 October 2023. 

No other festival in the Overberg can lay claim to the record of 32 years of existence as the Whale Festival can. 

With the reputation as a longstanding event that draws big crowds, it is expected that there might be interest to collaborate and partake in one way or another.

Early warning communication: Baboon criers help with troops

The Overstrand Baboon Management Programme is implementing an Early Warning System to warn residents and business owners in Pringle Bay that the baboon troop has entered the urban area and Pringle Bay CBD so they can close doors and windows timeously.

It will also hopefully help residents/ business owners to manage their waste before the baboons get hold of it.

The main focus will be on Pringle Bay CBD area.

For the time being, the Eco Monitors (aka baboon criers) will alternate between whistles and vuvuzelas. The whistles and vuvuzelas will not be used throughout the day, it will be momentary sound to warn the residence only when the troops are entering the urban area.

Overstrand Executive Mayor, Dr Annelie Rabie tabled her municipal budget speech of the proposed budget for the 2023/24 financial year at the 29 March meeting of Council.

She said the devil is in the detail and urged councillors, residents and stakeholders to make time to review and digest the proposed budget.

The closing date for written representation from the public is set for 5 May 2023 by close of business (16:30).

In addition to the draft annual budget, the Draft Integrated Development Plan (IDP) Review and Draft Top Layer Service Delivery and Budget implementation plan (SDBIP) for the 2023/24 financial year are also available to the community for representations and comment by 5 May 2023.
